Rhys Ifans to Join James Bond 23?

There's been plenty of rumored cast for the upcoming James Bond 23 (working title), and the latest name to shake out is Welsh actor Rhys Ifans.
The Telegraph reports through a source that Ifans, who will next be seen as Dr. Curt Connors in the upcoming The Amazing Spider-Man, has landed an unspecified role in the movie, which will shoot primarily in South Africa. If confirmed in the movie, Ifans will join Judi Dench as M, Daniel Craig as the iconic Agent 007, and the recently confirmed Naomie Harris, who is reportedly playing Ms. Moneypenny.
Another actor rumored for the movie is Javier Bardem, who reportedly will play the villain. Bardem admitted in February that he was was interested but hadn't accepted the role yet, but the Telegraph report confirms he will play the "baddie" in the movie (Bardem was also semi-confirmed when Harris' role was revealed). Ralph Fiennes has also been rumored to play a separate, "darkly complex" villain, but was not mentioned in the report.
So with the villain roles supposedly cast, who could Ifans play? Our best guess is weapons expert Q. With Harris bringing back the franchise character of Ms. Moneypenny, previously absent from the Craig's Bond movies Casino Royale and Quantum of Solace, perhaps Q will also make a return? The casting would be a more comic pairing between Ifans and Craig, who previously worked together on the 2004 thriller Enduring Love.
James Bond 23 will be directed by Sam Mendes, who previously worked with Craig on 2002's Road to Perdition, from a script by Peter Morgan (The Queen, Frost/Nixon) with rewrites reportedly by playwright Patrick Marber (Closer).
