James Bond 23 Heads to India; Rumored Title Debunked

Despite recent rumors, James Bond 23 is still without a title.
The confusion started with a report from Serbian newspaper Blic Online (via Bleeding Cool), which revealed that Serbian cellist Jelena Mihailovic was going to "write the opening score for the new James Bond film, entitled Carte Blanche". There's a good reason for the mistake, since Carte Blanche is the title of a recently-released James Bond novel from author Jeffrey Deaver.
Eon Productions, the company that produces the James Bond movies, confirmed (via The National) that the title was just a rumor, stating that "the new film is not going to be called Carte Blanche and will have nothing to do with the Jeffery Deaver book."
What does seem to be clear about James Bond 23 is that the sequel to Quantum of Solace will be shooting in India. The Times of India (via Hitfix) reports that Bond 23 has been given permission to shoot in various locations in New Delhi, Mumbai, and the beaches of Goa. Shooting is reportedly going to start in September.
Sam Mendes is set to direct Bond 23, with Daniel Craig returning the role of Agent 007. Judi Dench will also return as M, and Naomie Harris (28 Days Later, Pirates of the Caribbean trilogy) was recently revealed to be playing Miss Moneypenny.
The villains of the movie are still unclear. Both Javier Bardem and Ralph Fiennes have been rumored for the movie, with Bardem admitting in February that he was interested but hadn't accepted the role. Mi6 reports that Bardem has been confirmed via "several German movie news websites," though Sony has yet to confirm the actor publicly. Now that Universal's adaptation of The Dark Tower has been indefinitely delayed, Bardem should have time in his schedule.
Also unconfirmed is Fiennes, whose role is reportedly that of a "darkly complex" villain. Welsh actor Rhys Ifans was at one point rumored for a role, until he publicly denied the rumor.
